Tasmania is in an unprecedented infrastructure boom that will stretch the state’s workforce, resources and funding to its limits. The Tasmanian water sector must now navigate a crowded market where "business as usual" may no longer be enough.

Mike Sylvester Mike Joined Tasmanian Irrigation in March 2025 as Chief Executive Officer with 20 years of international experience in leadership roles within the public, private and not for profit sectors. He has substantial experience in collaborating to build large-scale water infrastructure projects for community benefit from a strong engineering background, and experience in food production through aquaculture, centred on high-value species. Recent positions include CEO of Blueline and CEO of PFG Group and Mike has held several board positions. Outside of Australia, Mike has worked in New Zealand, Norway, China, Hong Kong, Afghanistan, Malaysia and Japan. He is a Graduate of the Australian Institute of Company Directors and holds a Masters of Technology from Deakin University and a Bachelor of Engineering from the University of Tasmania, complemented by Diplomas in Business and WHS. He is a chartered engineer, and fellow-grade member of Engineers Australia.

Samantha Briscoe Currently at Hydro Tasmania, a results‑driven recruitment and talent acquisition professional supporting complex technical and corporate hiring across the organisation. Experienced in sourcing, stakeholder engagement and delivering an exceptional candidate experience. Proven ability to embed best‑practice recruitment processes, guide hiring leaders and support workforce planning in diverse operational environments. Background includes centralised and project‑based recruitment, establishing new functions and partnering closely with senior leaders. Passionate about building strong relationships, practical problem‑solving and a collaborative approach that drives positive business outcomes.

Tim Cubit Tim Cubit is a civil engineer and project manager with over twenty years of experience across Tasmania’s construction and infrastructure sectors, with a career spanning both owner and contractor roles. In the role of Head of Major Projects at TasWater, Tim spent several years developing a modern, efficient, agile, delivery model at TasWater to ensure its ability to meet its future complex infrastructure needs.
